| Three state constitutional amendments and two statue measures made it on the ballot. Here is what you will be voting on: Prop 13: Property Tax: new construction exclusion: seismic retrofitting Prop 14: Top-Two Primary Elections: Open Primaries Prop 15: Political Reform Act of 1974: California Fair Elections Act 2008 Prop 16: New Two-Thirds Requirement for Local Public Electricity Providers Prop 17: Allows Auto Insurance Companies to Base Their Prices in Part on a Driver's History of Insurance Coverage JUNE BALLOT PROPOSITIONS PROP 13: LIMITS ON PROPERTY TAX ASSESSMENT; SEISMIC RETROFITTING OF EXISTING BUILDINGS CFRW RECOMMENDS A YES VOTE This would protect home and business owners from new taxes if they decide to seismically retrofit their property. If a property assessment was made after the retrofitting was done on an existing structure, the value of the new retrofit would not be taxable. PROP 14: PRIMARY ELECTION PROCESS REFORM: GREATER PARTICIPATION IN ELECTIONS CFRW RECOMMENDS A NO VOTE The title of this proposition is misleading! This would create a “top two” primary election. Candidates would not have to list their parties when putting their names on the ballot. In the primary, the top two vote getters would go on the general election ballot. It’s possible that two Democrats or Two Republicans could be the top two vote getters. Choice in the general election could be severely limited. This would destroy a third party and weaken a two party system. PROP 15: CALIFORNIA FAIR ELECTIONS ACT CFRW RECOMMENDS A NO VOTE This is another misleading title. Prop 15 would create publicly funded races for the Secretary of State’s office for the 2014 and 2018 election cycles as a pilot program. This actually repeals the 1978 Political Reform Act that prohibits candidates from receiving public money. Money to fund this act would be collected by imposing a tax on all California lobbyists, expanding their filing fee from $25 to $700. PROP 16 IMPOSES NEW TWO-THIRDS VOTER APPROVAL REQUIREMENT FOR LOCAL PUBLIC ELECTRICITY PROVIDERS, INITIATIVE CONSTITUTIONAL AMENDMENT. CFRW: NO RECOMMENDATION This proposition requires that there be a public vote if the local electricity providers are to change. Because electricity providers affect each of us in different ways, it is better to leave this proposition up to the decision of individual members. The California Republican Party supports this initiative. PROP 17: ALLOWS AUTO INSURANCE COMPANIES TO BASE THEIR PRICES IN PART ON A DRIVER’S HISTORY OF INSURANCE COVERAGE. INITIATIVE STATUTE CFRW NO RECOMMENDATION After reviewing information on this proposition, it is unclear if the proposition will be potentially more helpful or harmful to consumers.
