Happy Fourth of July! This Sunday is our great nation’s birthday! I hope that everyone has a fun and safe 4th of July. While celebrating at BBQs and parades and while watching fireworks , remember the struggles our founding fathers went through to create the United States. Never forget the principles they established our nation on: Freedom of life, liberty and the pursuit of happiness! Happy Fourth of July! Recess Time Today the Legislature breaks for their month-long summer recess. Yet we still do not have a budget. The Governor wants to lower all state worker’s pay to minimum wage and the deadline for policy committees to pass out legislation is today. But don’t worry. Senate President Pro Tem Darrell Steinberg (D-6) said that members must be within 24 hours travel-time of the Capitol while on break so that, if needed, some business can get done. Yet that begs the question… if our Legislature can’t make deadlines or get business done during session, what makes Steinberg think anything significant can be accomplished over the break? November Ballot Props As of June 24th, the deadline for propositions to qualify for the November ballot, there are 10 propositions headed to a vote. The California Federation of Republican Women has not yet taken positions on the measures. Please keep an eye out for our coming November Ballot Guide, as well as a more thorough analysis of the propositions. Here are the propositions on the November ballot: Prop 18- California Water Bond. Prop 19- Changes California Law to Legalize Marijuana and Allow It to Be Regulated and Taxed. Prop 20- Redistricting of Congressional Districts. Prop 21- Establishes $18 Annual Vehicle License Surcharge to Help Fund State Parks and Wildlife Programs and Grants Free Admission to All State Parks to Surcharged Vehicles. Prop 22- Prohibits the State from Taking Funds Used for Transportation or Local Government Projects and Services. Prop 23- Suspends Air Pollution Control Laws Requiring Major Polluters to Report and Reduce Greenhouse Gas Emissions That Cause Global Warming Until Unemployment Drops Below Specified Level for Full Year. Prop 24- Repeals Recent Legislation That Would Allow Businesses to Carry Back Losses, Share Tax Credits, and Use a Sales-Based Income Calculation to Lower Taxable Income. Prop 25- Changes Legislative Vote Requirement to Pass a Budget from Two-Thirds to a Simple Majority. Retains Two-Thirds Vote Requirement for Taxes. Prop 26- Increases Legislative Vote Requirement to Two-Thirds for State Levies and Charges. Imposes Additional Requirement for Voters to Approve Local Levies and Charges with Limited Exceptions. Prop 27- Eliminates State Commission on Redistricting. Consolidates Authority for Redistricting with Elected Representatives. Water Bond on Hold? Ten propositions on the November ballot… not so fast! The Governor and Legislative leaders are working on postponing the $11.1 billion Water Bond vote to November 2012. Governor Schwarzenegger feels the focus this year “should be on the budget” and that postponing the vote would “avoid jeopardizing its passage”. With a $19.9 billion budget deficit, voters might be hard pressed to vote for an $11.1 billion bond. Both Republican and Democrat leaders in the legislature agree with the Governor, as does the campaign backing the water bond. In order to suspend the water bond, the Legislature would have to approve postponing the proposition with a two-thirds vote before August 9th. Tracking Legislation Although we are unable to give our members access to our web-based bill tracking service, there is a way you can find and monitor California legislation. You can access that information on the internet by going to the Legislature Home Page and completing the information on the right side by either indicating the bill number, the author, or key words.
