Election Results As you know, last Tuesday was the primary election. The results are in, good and bad… Prop 13 passed with flying colors. This is great news for property owners and taxpayers who will now be protected from higher taxes should they decide to seismically retrofit their home or business. Prop 14 unfortunately passed. This means that come 2012 we will be voting in “top-two” fashion. The only office not affected by this measure is the office of the president. But don’t worry; the measure might not last long. There is are already talk of litigation in the works. Prop 15 failed! Thank the Lord voters realized that the state simply cannot afford to publically finance campaigns, Secretary of State or otherwise. Prop 16 was a surprising fail, considering the amount of money that was spent on the “Yes” campaign. Prop 17 failed as well. What can be taken away from the failures of both Props 16 and 17 is that consumers are perfectly content with electricity and auto insurance status quo. Budget Battle Although the budget conference committee met today, it is highly unlikely and next to impossible that the state’s budget will be passed by June 15th. The new fiscal year begins July 1st and the budget committee has several different budget options to weigh before presenting one, cohesive budget to both houses. The Governor has proposed deep cuts in order to balance our almost $20 billion deficit, while both Senate and Assembly Democrats are encouraging billions in new taxes as well as a $10 billion dollar Wall Street borrow and tax scheme. State Controller John Chiang has warned that if a budget is not passed by August, the state will once again run out of cash on hand and may have to resort to IOUs. But there is some good news. Chiang reported that May revenues were up almost 10 percent more than projections, but long term budget problems must be solved. Time is running out! November Propositions Now that the primary election is over, we can look forward to the general election. Several initiatives have qualified for the November ballot: Prop 11 redistricting expansion adds congressional districts, Suspend AB 32, Legalizing marijuana, $11.2 billion dollar water bond. And now a sixth proposition can be added to the list: Vehicle Registration Fee for Funding State Parks. This would mandate an $18 vehicle registration fee for admission into all state parks. The goal of the proposition is to offset costs to keep our state parks open. Backers of several other initiatives are racing to qualify for November. The deadline to qualify is June 24th. Tracking Legislation Although we are unable to give our members access to our web-based bill tracking service, there is a way you can find and monitor California legislation. You can access that information on the internet by going to the Legislature Home Page and completing the information on the right side by either indicating the bill number, the author, or key words.
